What is email notification behavior when identical report is generated on new scan

I’m scanning code with SonarQube, It generates email notifications at the first scan, but if the report is identical with the previous scan report, it does not generate an email, why is it so?
I want to SonarQube to generate an email after each and every scan regardless of scan results.

The purpose of the emails is to notify people of something new. Sending an email that says “Your issues are still open” after every single analysis is just spam.

We want developers to like our tools (or at least respect them). We’re not going to spam people.
