I am unable to find the users and grant permission to my organization. Thre users were able to login using Azure DevOps authentication.

I’m not exactly sure at which point you’re facing this problem, but there’s a good chance you should first check these posts:

It turns out that the admin of the Azure AD has probably deactivated the possibility for non-admin users to consent apps to accessing data on their behalf (a.k.a. delegated permissions)

Hi @mohan_lakkaraji and welcome to the community.
This can happen if the users are not in the same tenant where the SonarCloud application has been registered the first time.
This scenario is not yet supported, and you have to make sure that the tenant where the account are have the SonarCloud app installed as well.
