I followed the recommendation I found in this post (turn off and then turn on again the synchronization) - but the issue still exists: an organization member still not synced from Github.

Has your user already logged into SonarQube Cloud once, and do they have a verified e-mail address?

Apparently that was the reason.
This organization member has never logged-in before (I have not known that).
