Configuring Notification for the assigned issue for whole team

I need some help in configuring notification for the members of Organization.

I wish to notify the person to whom I will assign the issue by email.

Could you please suggest me how can I do it as a admin?

I have seen that each person has to subscribe to email to receive it. Is there any other way out as a admin to send notification to the group?

What you are trying to achieve is not possible. Only a user can register to notifications for herself when issues get assigned to her.
