Can't Add Member to Org

I’m trying to add a new user to my org in Sonar cloud. When doing so I just get this msg (see screenshot). The new user has already logged into Sonar cloud prior to me doing this. What else is needed to make this work so I can add members to the org?

Sorry I can’t provide the email here publicly. I would appreciate a Sonar person reaching out via DM to help resolve.
