What should be the upgrade path to latest version 8 or 9 to remediate the log4j vulnerability?

The SonarQube upgrade path goes from LTS to LTS, with an optional upgrade to the latest non-LTS version at the end.
So for you this is 7.9.1 → 7.9.6 → 8.9.6 → (optional) 9.2.4
