Update Rust compatibility on the Plugin Version Matrix

The latest version for the Sonarqube Rust language analyzer plugin (Release community-rust v0.1.3 路 elegoff/sonar-rust 路 GitHub) requires SonarQube 9.8.0.203 as mentioned in the log:

ERROR web[o.s.s.p.PlatformImpl] Web server startup failed: Plugin Rust language analyzer [communityrust] requires at least SonarQube 9.8.0.203

Please update the compatibility matrix https://docs.sonarqube.org/latest/instance-administration/plugin-version-matrix/ accordingly. Thank you :slight_smile:

Thanks for this report, but the compatibility matrix only goes as far as 0.1.1, and SonarQube 9.8 hasn鈥檛 been released yet. :smiley:
