I would ask you if there is a strict relation between SonarQube and SonarScanner.
Based on documentation it seems but I don’t understand if with the version 7.9 LTS I can use SonarScanner 4.4 that is shipped with SonarQube 8.4.

I understand your confusion! The scanners and SonarQube are versioned independently. In fact the scanners are very stable and already pretty close to feature-complete so they don’t get released often. That’s why you see such a large gap in the version numbers. In general, you can be confident that the latest version of any scanner is compatible with the current SonarQube LTS and the latest version.
