My organization has moved from Bitbucket to Github. Currently my SC organization is bound to Bitbucket Cloud I would like to unbind and rebind it to Github without reconfiguring especially plan and billing information. Or is it possible to transfer plan and billing to other SC organization.

If you remove the SonarCloud application from your Bitbucket workspace, add your GitHub user to your existing SonarCloud organization (and make it an organization administrator), you can login with that GitHub user and bind with GitHub.
The only benefit here is continuity of billing information – you will have to recreate all projects in order for features like PR Analysis with PR Decoration to work.
