Security Hotspots in a branch assign to user bug

Hi everbody,

we encountered a very strange behavior with Security Hotspots in a branch. When we try to assign it to a user, we get all the time the message “Provided user with login ‘Xxx’ does not have access to project“
The uer has the Browse permission in the project.

Strangee, In the master branch everything works fine.

We tried it with the Verion 8.2 and 8.3 and in both versions we enccouter this problem

What could be the problem?
