I am running the latest version (9.5) and even though some users/group have been given permission to review security hot spots, it turns out only the Administrator can do so.
It turns out that the reason it was not working was that the users were not in the sonar-admin group, even though all sort of other admin permissions were working and they had been expressly assigned the admin security hotspot permission as well

Even though you’re satisfied, I’d like to follow up on this because users shouldn’t need to be in sonar-admin to be able to Administer Security Hotspots.
That’s an explicit permission on the project. Assuming a user has ‘Browse’ rights on the project she should only also need ‘Administer Security Hotspots’. Could you look at a sample user and see what permissions they have on the project?

Hi Ann, we don’t use project specific permissions. There are a few users that have global admin level permissions, everyone else can browse everything.
