Could you please explain the rationale behind not being able to deactivate an inherited rule ? Is it a pure technical difficulty ?
Is it possible to “detach” a quality profile from its parent ?

The thinking is that a parent profile is a starting point; the minimum acceptable standard and on top of that you would add rules.
It is possible to Change Parent to “None”, and from there you have an independent, fully-editable profile that retains all its former rules. Keep in mind though that once you do this, you stop inheriting changes/upgrades to the once-parent profile.
