Not all organization members were automatically imported from GitHub

Hello,
Not all organization members were automatically imported from GitHub during new Organization creation. Only 17 (out of 79) where imported
What could be the problem?

Hey there.

Your users will need to have logged in at least once with SonarQube Cloud before they’ll appear in SonarQube Cloud and are synced to your organization.

Is it possible those 17 users are just the ones who have already logged in?
