It seems to me that the Instance Administration page is missing the notification settings description that are available under My Account > Notifications. The User pages also do not mention a word about it and both pages should probably link to each other in that scope.
I’ve stumbled on this a few times myself. Thanks for the feedback, I’ve raised this to our Documentation Team.
