I am an Admin and i have a team of developers. I want to assign the bugs and vulnerabilities to that individual developer whose code scan had bugs and vulnerabilities. How to achieve it in Sonar Cloud.

I would suggest starting by reading the documentation on Automatic Issue Assignment.
For issues already raised in SonarCloud – any user with the Administer Issues permission to a SonarCloud project can manually assign an issue.
