SonarQube version 8.9LTS stopped loading after PostgresSQL RDS upgraded 11.20v

Please note that i was upgrading SonarQube to 9.9LTS . So first i upgraded PostgresSQL to 11.20v.

Now the connection is successful but the sonarqube is not loading any projects.

Also the maximum number of connections are exceeding in PostgresSQL

Can anyone help me witth this ??
