SonarCloud does not have fixed IP address ranges.

Welcome to the community.
SonarCloud.io is hosted on AWS and it is not possible to assign Elastic IP address (persistent) to Load Balancers. This has not been a common request from customers but I understand your need.
AWS does suggest solutions to this problem so I will raise it with the product team to get it added to the list.
Have you tried SonarQube?

We don’t have fixed IP addresses for https://sonarcloud.io itself. IP addresses you were able to dig may change over time with workload and recycling of underlying resources: we do not guarantee permanent IP addresses. As you could see from our documentation, we will also drop support for webhooks fixed IPs shortly. This is in my opinion a trend you should observe from most other online service providers.
Out of curiosity, why would you block all outgoing network traffic to Germany …
At this time, this is still the case.
… and: SonarCloud will only communicate back to your Jenkins instance in order to send a webhook to indicate Quality Gate status , which is an optional step (alternatively you can use the sonar.qualitygate.wait=true
analysis parameter). So as long as your Jenkins instance can reach out to SonarCloud, you may be just fine.
