[RFF] Sonar PMD Plugin 3.1.3

Dear community,

we would like to release a new version of the Sonar PMD Plugin !

Version 3.1.3 is a bugfix version that fixes two problems with the gradle Sonar-Scanner problem (#69) and illegally formatted PMD violation reports (#70).

For all features and changes introduced in the unreleased 3.1.0, see the previous RFF
