Using SAML login via Okta as IDP

Compared settings to our working enterprise instance side by side
Delete configuration and retry
Tried updating via sonar.properties file

not sure if this finally fixed it. I added the absolute value from the logs it worked. No where in the docs mentioned this.

WARN web[o.s.s.a.LogOAuthWarning] For security reasons, OAuth authentication should use HTTPS. You should set the property ‘Administration > Configuration > Server base URL’ to an HTTPS URL.
