I’m currently using SonarQube Server 10.2, and would like to introduce several new rules to a quality gate. However, before doing this, I’d like to assess the impact of this change. Is there a way to request a report for a project to be assessed against a different quality gate, or an individual rule?
I’ve read through this post from 2020, which seems to be requesting a similar feature, but the answer doesn’t satisfy my question.

SonarQube 10.2 is officially EOL. You should upgrade at your earliest convenience to the current version: SonarQube 2025.1 LTA.
Regarding your question, there’s no good way to “dry run” a project against a different Quality Profile or Quality Gate. Your best bet would be to create a copy of the project (make sure you give it a different sonar.projectKey value) and assign the profile/gate you’re contemplating and see how it looks.
