I'm not able to access account with Administration access

Your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:

9.4 → 9.9.2 → 10.2.1 (last step optional)

Regarding your question, you should talk to your SonarQube admins. If you are the SonarQube admin, then the docs should help.
