One lower environment of the Sonarqube nobody has Administrator level access. How to retrieve it?

Checkout the docs on Restoring Admin Access. Make sure you’re looking at the docs for the relevant version of SonarQube Server, as the process might change depending on the version.

Our Version is 9.9.3-community
In the documentation I was able to find for 9.8 Version

but on that to retrieve the admin access not able to find as the one you shared.
