Deactivate the user from Users list

If we deactivate the user from users list under Administration> Security> Users
Then can same user would be able to create account again?

Your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:

8.2 → 8.9.9 → 9.5 (last step optional)

In general, deactivated users can recreate their account if the delegated authentication mechanism you use to allow login still accepts the user as valid.
