I am trying to change the status for the external issues I inputted, but I cant seem to be able to do so even though I have set the correct permissions.
I have tried granting the permissions through both ‘Administration > Security’ and through the ‘Project Settings > Permissions’, but so far I can only change the status for ‘Code Smell’ and not the ‘Vulnerability’.

First, your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:
8.6 → 8.9.3 → 9.1 (last step optional)

Regarding your questions, external issues aren’t editable within SonarQube. The thinking has been that since the rules are managed outside SonarQube, the issues should be too.
