Ok but what is your edition, Developer or Enterprise ? (https://www.sonarqube.org/downloads/)
If you want a free version you have to download the community edition.

So yo need a license for this edition.
You can file the form to request a try license and later ask for a license if you wish to keep working with sonarqube.
