There are actually no links in that page, you find:

  • Download Build Wrapper for macOS from {SonarQube URL}/static/cpp/build-wrapper-macosx-x86.zip

And, I would expect it to be explicit enough that {SonarQube URL} should replaced by your SonarQube instance url.
