What you’ve highlighted in your second screenshot is the Quality Gate status.
The default Quality Gate is based on values on New Code and with a project’s initial analysis, there is no “new” code because code can only be “new” in comparison with an earlier analysis. It’s only with the second+ analysis that what’s new can be identified. Once it is, your project is failing its quality gate.
I can’t offer further details without seeing the failing Quality Gate conditions, which you’ll get when you click through on your project name.
