According to https://sonarcloud.io/documentation/analysis/languages/javascript/ only TypeScript 3 is supported.
What is the timeline to add support for TypeScript 4?
TypeScript 4 was released in August 2020.
Support for this version of Typescript by our analyzers should be coming “soon” (SonarSource/SonarJS #2383 ).
