Sonarqube Sandbox 7.9 lts issue

Sonarqube version : 7.9Lts

We recently upgraded our Oracle dB to 19c version.
Post this upgrade we are not able to install any new plugins from MarketPlace . Gives me an error “Failed to update. Contact your Administrator “.
In the system web logs under the logs/web.txt

We are not using the http proxy. Used to work as expected before. Also, we are using java 11 version.
