We use SonarCloud Azure DevOps extension in our Azure DevOps pipelines.
Can the billing of Azure DevOps and SonarCloud be connected, as I pay for the SonarCloud service through my Azure DevOps subscription?

What you are asking is not possible.
To subscribe to a paid plan you need to do so by subscribing using a credit card directly in SonarCloud platform. We also accept to receive a purchase order and a wire transfer payment, if ordering a yearly subscription for 1M LOCs or more. In that case, please get in touch with us through: https://sonarcloud.io/contact indicating the plan you would like and the country you are based in.
