I wanted to create customized rules for Mulesoft, Can you please suggest how could i proceed on that.

There’s an apparently-abandoned MuleSoft plugin out there already. It might be easiest to work with its maintainers or fork it and bring it up to date. (It’s bound to be behind on API changes.)
