We are using a community edition version 8.9.1 .
I see 54 rule set for developer edition Python cwe | Python Code Analyzer (sonarsource.com) AND 45 rule set for community edition version 8.9.1
Will the rule set differs basing on the edition type ?

This varies slightly by language. With commercial editions you get additional, taint analysis rules in some open source languages. And yes, Python is one of them. These rules start in Developer Edition($) which starts at $150/year for up to 100k lines of code.
