Line but no hash for CSS bugs

Hi,
Can there be a line available and not hash ?
I am using the enterprise edition of Sonarqube 7.7.
For css related bugs we have line but no line hash.
The bug is raised on rule “css:S4656” and message being Unexpected duplicate “display”.
