I am using sonarqube server version 8.9 and scanner version 4.8, when I tried running test files using test scope the files are not being analysed and predefined rules are not being checked.

Your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:
8.9.* → 9.9.1 → 10.1 (last step optional)
