Issue status keeps flapping back and forth for each scan (line number removed)

SonarQube Version (8.5.1) Scanner Version (sonar-scanner-4.5.0.2216)

Behavior: The Status of many issues keeps flipping between FIXED and OPEN during a scan.

This is not an isolated incident, I see this on numerous files. Any idea what may cause this to keep happening for some files?
