The activity for the scans show that the number of bugs keeps fluctuating and bugs are constantly being closed and reopened. Not sure why this is happening. Any help would be appreciated.

You need to take a close look at your build/analysis logs. When we’ve seen this type of behavior in the past, something in the build system was toggling - typically with an affect on which/how much code was analyzed.
