I am looking for documentation that validates SonarQube 6.7 and 7.1 is IPv6 compliant.
If anyone can provide me a link or url it would be greatly appreciated.

It’s not very clear which criteria of compliance you’re seeking. SonarQube is by no means a networking equipment, nor does it interact with the networking layer (other than listening on a few local ports, e.g. for HTTP interactions).
To put it in other words: we’re not aware of any issue with operating SonarQube in an IPv6 environment.
