Install instructions of community edition on windows

SonarQube v9.6.1

I’m attempting to use the community install of SonarQube on my Windows box. Following these instructions:

so as instructed I run the StartSonar.bat file (from a dos console). Short delay, comes back to prompt. No messages, nothing in the log other than:
2022-10-15 13:48:04,845 DEBUG - Starting WinSW in console mode

and the following instructions state:

but there is no such server instance running here, as I mentioned the initial bat simply returned without any notice, so not surprised.
Without any system feedback I don’t know where to go with this. Can anyone provide any help on this?
