Initial startup failing, docker image is "flapping"

Startup script pulls docker image, then sets up directories & does docker run ...
Database is an AWS RDS instance (postgresql)
script contents:

hello, i guess you spotted the error at the top of the log right ? You need to follow the Docker Host Requirements instructions on docker hub.
