Below is where I am at in the process to run a scan locally. I created the project, received the token and then the command. Where do I run the command and how does it pick up the code I want to scan.

Whatever , the scan needs to be run on the machine where your code is located. I usually run the command at the root of the folder containing the code to simplify path configuration
