Welcome to the community.

I have no familiarity with Rally, but your best bet is going to be to use web services to retrieve the data you need. Note that the web services return JSON data, so you’ll have to craft their results into the format Rally needs. Additionally, you’ll likely have to make multiple calls to get everything you want.
