Getting "The database must be manually upgraded. Please backup the database and browse /setup'

I have download 9.9 Community edition. this is my first time to configure and run sonar in my local system.
I use SQL server 2019 exp. I have create a database with give “Latin1_General_CS_AS” option.

I have config database in config file.

When i run it show a message as mention below:

I dont know why it show me this message, because i am using this first time.
I have install another system but there is not any issue.

Please help me on this.

It sure sounds like it has found another SonarQube instance when connecting to the database. Does the database you’re connecting to host the other SonarQube database?
