Enable PR decoration on github without configuration on UI

It would be good that PR decoration is enabled on new projects automatically with the required parameters are given in the CI.
I am using Jenkins with gradle and use the gradle plugin version 2.8 and it is cumbersome to go over to Sonarqube and do 2 clicks to enable PR decoration.
