Can we make a test Organization without getting billed?

We don’t need the scanning feature for the test Organization, we just want to test the adding and removing of users to a group using the Web API.

SonarCloud is free for opensource projects, and billed by lines of code for closed-source projects. No private LOC, no bill.

I’m not sure you’ll be able to establish an organization without importing a project, but you should be able to tick that box with a simple Hello World program.
