I want SonarQube to stop repeatedly showing the same bugs and code smells** that I have already fixed. The issues have been resolved in code but are still present repeatedly in the “Overall Code” section across subsequent scans.

Your version is past EOL. You should update to either the latest version or the current LTA (long-term active version) at your earliest convenience. Your update path is:
9.9.1 → 2025.1.3 → 2025.4 (last step optional)
