- error observed (in version 7.9.4 i was getting around 300 vulnerabilities but when i upgraded to the latest version 8.6.1.4 i am getting only 1 vulnerability)
did sonarqube changed vulnerability rules/standards in the latest version?

Welcome to the community!
SonarQube rules and default Quality Profiles do evolve over time, but not to that extent. Something has gone sideways with your analysis. The easiest thing to do will be to compare the log of a pre-upgrade analysis to one from after the upgrade.
