I’m using version 9.6.1 on a Windows server
Could you tell me if there is any vulnerability in this version?

Hey there.

v9.6.1 is an EOL version of SonarQube that has not received security updates since v9.7 was released. Therefore, it is not suitable for operational use.

You should upgrade as soon as possible to v9.9.6, an actively maintained and supported version of SonarQube.

Thank you. What are the requirements for using SonarQube Jenkins extension (version 2.17.2) with SonarQube 9.6.1 or 9.7?

The latest version of the Jenkins Extension (2.17.2) works with v9.6 and v9.7, but you should really target v9.9, the currently supported LTA (long-term active) version of SonarQube. v2.17.2 works fine with this version as well.
