We have upgraded Sonar from 9.3 to 9.9LTA, which is successful; however, it’s failing at authentication. Could you suggest a Pugin version that supports 9.9 and 10.8?

Even at 9.9, your version is past EOL. I hope you undertook the 9.9 upgrade on the way to a current version? You should continue your upgrade journey to either the latest version or the current LTA (long-term active version) at your earliest convenience. Your update path is:
