Update typescript-eslint packages to V8

Currently eslint-plugin-sonarjs introduced eslint V9 support
But at the same time it’s blocked by conflicting peer dependency (eslint v8 only) which comes from typescript-eslint V7 (typescript-eslint/packages/typescript-eslint/package.json at v7.18.0 · typescript-eslint/typescript-eslint · GitHub)
typescript-eslint V8 has support for eslint V8 + V9 so please migrate

Hello @Avasam, indeed we are planning to tackle those, but we are still blocked by our usage of ESLint 8 internally in the SonarJS Java plugin (not the ESLint plugin). We will not be able to use context.parser until we move to v9, which we cannot do yet because not all our dependencies have migrated to it. Hopefully, later this year, we can solve the size issue. Hello @Brendan_Mulholland, version 2.0.3 was released and those issues should now be fixed. @ba55ie, those devDependencies are now actually dependencies. We modify the behavior of some of the rules in those plugins. In v1, those ‘decorated’ rules were not part of the plugin. We should still remain compatible with ESLint 9. We are discussing how to better handle this.

Eslint-plugin-sonarjs v2 changes

Hello @Alex_Green, sadly we cannot yet update to v8 as SonarJS still relies on ESLint 8. We are still blocked by some of our dependencies that have not yet migrated to Eslint 9. Hopefully, we can update later this year. In the meantime, we are in this not-ideal middle ground between Eslint 8 and 9 (and typescript-eslint 7 and 8). Cheers, Victor
