The rule does not appear to be active in any quality profiles, thus the rule is already deactivated. 
And also does the rules in built-in profiles can’t be deactivated?
Correct, built-in Quality Profiles are immutable. If you want to start adjusting a built-in Quality Profile, you should copy it and begin to change it to your liking.
